  Collaborative Study to Protect Lake Ontario Drinking Water

 

 

 


Phase 1

In 2006, phase 1 of the collaborative study was initiated. Beyond the preliminary delineation of intake protection zones (IPZs), the primary objectives of this phase are to initiate a framework for the collective effort and to plan for the next phase of work.

Specific tasks to be completed in phase 1 are as follows:

  • Establish the partners, determine the collective needs, working relationships and roles/responsibilities of partners and third parties;
  • Refine the scope of work, deliverables and timelines;
  • Develop and implement a communications plan;
  • Convene a workshop on lake-based source water protection to communicate goals and objectives of this work;
  • Assemble and format information on the 33 intakes;
  • Delineate preliminary intake protection zones - IPZ-1 and IPZ-2 - for each intake;
  • Complete a gap analysis of all previous studies and data collection efforts related to watersheds and receiving waters;
  • Inventory all ongoing activities of partners and third parties and identify how these interact with this initiative;
  • Identify and map all pollutant loadings through direct discharges and potential accidental spills;
  • Identify missing data and gaps in understanding and develop plans and/or requirements to address these;
  • Develop an inventory of data, studies and mapping for data and key information;
  • Complete an initial assessment of lake-wide interactions between pollutant sources and intakes based on available information;
  • Provide feedback to each partner on lake-wide considerations for delineation of IPZs and to their respective conservation authorities;
  • Develop a work plan for analytical approaches to evaluate intake water quality and vulnerability (i.e., empirically-based approaches); and
  • Complete a model scoping study for a lake-wide receiving water model with a focus on the western half of Lake Ontario.

A steering committee has been established to provide direction and input to the study team for the duration of the project.
